The diocesan curia is composed of those institutes and persons who assist the Bishop in governing the entire diocese, especially in directing pastoral action and in providing for the administration of the diocese.

The Chancellor receives delegated power from the Bishop involving a wide range of matters and responsibilities. The Chancellor interprets Canon Law as it affects the canonical, administrative and pastoral life of the Diocese of Wilmington.

As Chancellor, Msgr. Barres assists Bishop Saltarelli in the Ecclesial governance of the Diocese of Wilmington. He serves as secretary of Bishop Saltarelli's Staff and the Priests' Council. He is the coordinator of the Diocesan Pastoral Council of the Diocese of Wilmington.  Msgr. Barres was ordained in 1989 and served as an associate pastor at Holy Family parish in Newark, DE (1989-1992) and St. Elizabeth's parish in Wilmington, DE (1992-1996).
